SB 1558: water technology study committee

Overview

Creates the Water Technology Study Committee.

History

The State of Arizona, its agencies and political subdivisions address the conservation, use of and management of Arizona's water supply. These responsibilities are shared between the:

1)   Arizona Department of Water Resources (ADWR) who are responsible for protecting, conserving and enhancing Arizona's water supplies (ADWR);

2)   Water Infrastructure Finance Authority (WIFA) which is authorized to finance construction, rehabilitation, acquisition and improvement of water infrastructure (WIFA);

3)   Arizona Department of Environmental Quality (ADEQ) which administers the environmental laws and works to prevent air, water and land pollution and ensures cleanup (ADEQ); and

4)   Arizona Corporation Commission (ACC) which regulates private water and wastewater companies (ACC).

Provisions

1.   Establishes the Water Technology Study Committee (Committee) and prescribes membership. (Sec. 1)

2.   Differentiates between voting and nonvoting members. (Sec. 1)

3.   Prescribes the duty of the committee to research and make recommendations on:

a)   the existing application of water conservation technology across commercial and industrial property;

b)   other states' initiatives to promote water saving technology;

c) the efficacy of existing water saving technologies;

d)   the correlation between sustainable water technologies and the water-energy nexus; and

e)   potential uses of emerging technologies to manage the water supply of the state more effectively. (Sec. 1)

4.   Requires the Committee submit a report on their activities and recommendations to the President of the Arizona Senate, Speaker of the Arizona House of Representatives and the Arizona Secretary of State, no later than Dec 31, 2026. (Sec. 1)

5.   Repeals the Committee on January 1, 2027. (Sec. 1)
